FOI 0949-2024/25 Custody Image Database

My FOIA request is in relation to the date range 01/01/24 to 31/12/24.

Q1. Total number of individuals who have images held in the forces' custody image database across 2024

Q2. Number of individuals who have had images added to the forces' custody image database

Q3. Number of individuals who have had all of their images deleted from the forces' custody image database

Q4. Number of individuals who have been released from custody after receiving no charges

Q5. Number of individuals who have been released from custody after receiving no charges, and have subsequently had all of their images removed from the forces' custody image database

  1. Please also list the number of these individuals (no charges) who have requested to have their custody images deleted

Q6. Total number of image deletion requests submitted

  1. Also include a numerical breakdown of those accepted or declined

Q7. Please also confirm if the custody image database is used by any facial recognition services / processes

  1. If so, please list which ones.

Clarification

Q1: The total number of individuals who had images held in the database during 2024. (effectively, this data would contain individuals who had data added during 2023 and so on, though that data was not removed from the database)

Q2: The number of new individuals who had images added to the database during 2024.

Q4: No Further Action disposals, please.

Extent and Result of Searches to Locate Information

To locate the information relevant to your request searches were conducted within North Yorkshire Police.

I can confirm that the information you have requested is held by North Yorkshire Police. 

Decision

I have today decided to disclose the following information to you.

Q1. The number of individuals arrested (including voluntary attended) in 2024 that already had an image on their custody record was 9826.

Q2. The number of individuals arrested (including voluntary attended) in 2024 that did not previously have an image stored was 3460.

Q3. There is currently no auto delete mechanism in place and applications are reviewed upon request. I can confirm that 16 applicants have had all images deleted in the timeframe stated.

Q4. The number of individuals released from custody with a ‘No Further Action’ outcome in 2024 was 7416. 

Q5. As per Q3, there is currently no auto delete mechanism in place and applications are reviewed upon request.

Q6a. Accepted 16, Declined 6.

Q7. Custody Image photos are transferred across to PND to support Facial Recognition in line with national policy and procedure for PND.
