Please provide the following information as regards fixed penalty notices (FPNs) issued during the 2025-2026 fiscal year (i.e. 6th April 2025 to 5th April 2026). Or if you report on this per calendar year then this format is also acceptable:
Please first note the following clarifications:
- When I refer to “value of FPNs” please provide the face value of the FPNs issued regardless of whether subsequently paid or contested
- The below requests refer to all instances where an FPN was the primary disposal, excluding cases where a speed awareness course was offered in lieu. This is apart from the final question that specifically asks about speed awareness courses.
For all roads under your jurisdiction:
- Total number of speed-related FPNs issued on all roads under your jurisdiction
- Total value of all speed-related FPNs issued on all roads under your jurisdiction
- Total number of traffic signal-related FPNs issued on all roads under your jurisdiction
- Total value of all traffic signal-related FPNs issued on all roads under your jurisdiction
- The locations of the cameras that recorded the top 10 most speed-related FPNs, the total number of FPNs issued by each of these cameras, and the total value of the FPNs issued by each of these cameras
- The locations of the cameras that recorded the top 10 most traffic signal-related FPNs, the total number of FPNs issued by each of these cameras, and the total value of the FPNs issued by each of these cameras
- Total number of speed-related FPNs broken down by vehicle make/brand (e.g. Ford, BMW, etc) for the top 30 vehicle makes/brands with the most FPNs issued. Provide the total number of FPNs and the total value of the FPNs issued for each of these vehicle makes/brands. To clarify, I just want the data split by vehicle make/brand, not the model.
- Total number of traffic signal-related FPNs broken down by vehicle make/brand (e.g. Ford, BMW, etc) for the top 30 vehicle makes/brands with the most FPNs issued. Provide the total number of FPNs and the total value of the FPNs issued for each of these vehicle makes/brands. To clarify, I just want the data split by vehicle make/brand, not the model.
For motorways under your jurisdiction (if there are no sections of motorways under your jurisdiction, then skip this section):
- Total number of speed-related FPNs issued on all sections of motorways under your jurisdiction, broken down by motorway
- Total value of all speed-related FPNs issued on all sections of motorways under your jurisdiction, broken down by motorway
- If applicable: total number of speed-related FPNs issued on all sections of motorways under your jurisdiction where the FPN relates to a smart motorway temporary variable speed limit, split by motorway
- If applicable: total value of all speed-related FPNs issued on all sections of motorways under your jurisdiction where the FPN relates to a smart motorway temporary variable speed limit, split by motorway
- The locations of the cameras that recorded the top 10 most speed-related FPNs for each motorway, the total number of FPNs issued by each of these cameras, and the total value of the FPNs issued by each of these cameras
For speed awareness courses:
- Please provide the total number of speed awareness courses that were offered in lieu for all speed offences

Extent of Searches to Locate Information
Following receipt of your request searches were conducted within North Yorkshire Police to locate relevant information.
Decision
I am not obliged to provide you with a response to your request pursuant to Section 12(1) of the Freedom of Information Act 2000 (the Act). Please note that when one part of your request falls under Section 12, we are not obliged to review the rest of the questions and the whole request is therefore exempt.
Section 12(1) applies to your request as the cost of complying with your request is above the amount to which we are legally required to respond i.e. the cost of identifying and retrieving any relevant information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Due to the nature of our recording systems the information requested, if held, is not in an easily retrievable format. Our information retrieval process generally relies on a computer ran report which captures any information recorded upon the surface of a record or within specified fields. Where relevant information is held deeper in the record, or outside of a specified field, a manual assessment is required to retrieve that information.
In order to retrieve the requested information, it would be necessary to manually review all speeding offences for the timeframe requested to confirm which had an FPN disposal. A manual review would also be needed to establish make and model of vehicles. This process would mean reading through thousands of reports which would exceed the time limit allowed under the Act.
I can confirm that all speed related FPN’s are a set £100 fine and 3 penalty points.

Pursuant to Section 16 of the Act I am required to offer you advice and assistance with regarding to refining your request to within the ‘appropriate limit’ (time/cost limit). However, due to the information provided above I am unable to suggest how you may refine your request and still receive the information within the cost threshold.
