Q1. Could you please provide me with the following - in relation to *fixed* cameras only:
(A) Governing Documents:
Copies of contractual documents that govern the relationship between the Police and (i) the physical assets of camera equipment, and (ii) the data generated by the cameras
For clarity, ‘data’ typically includes photographs and annual certificates of compliance, though also includes maintenance, diagnostic and failure logs for each of the camera
To assist you in answering this question, note that the Police appears to operate the camera network through a Partnership alongside other public authorities. This same FOIA request is being made to a number of Police forces across the country : so if in your particular case, there is no Partnership, then some of the following information will not be required (for example (a) below)
In similar operating structures, there are usually two main documents : (a) a Memorandum of Understanding defining roles and responsibilities between all the authorities in the Partnership (eg. local Council, any highways authorities and the Police force); and (b) a contract between the Partnership (or one of its parties, where the Police has the benefit of the commercial contract) and a third-party camera operator that supplies, maintains and calibrates the cameras
Therefore, please provide copies of the two contracts described in (a) and (b) above. I have no interest in the commercial terms, rebates, or payment terms : my interest is in the roles and responsibilities assigned to various public authorities in the Partnership - so I will understand that if there are redactions of commercial terms, and thus there will be no issue with regards to section 43 of the FOIA
(B) General Activity of the Network:
For the year ended 31 December 2023, please provide the average number of notices of intended prosecution generated by the individual groups of cameras in a 30mph zone, 40mph zone and 60mph zone. For each of those three groups, please provide the total number of notices issued by the most active camera in that group
(C) Legal Substance of the Partnership:
With regards to the Partnership, please provide any document that describes the legal nature and personality of the Partnership. For example, I am seeking to identify whether it is a real incorporated body, an informal brand name, or any other type of operating structure. This is an entity named publicly carrying out public services functions, funded by public funds, and seemingly fully owned and controlled by public authorities. As such, I would like to know its specific legal identity (if any)
(D) Confirmation on Possession of Certain Important Information:
Please confirm whether the Police holds or has held any of the following categories of information relating to the operation and performance of fixed speed cameras. Please note that ‘holding information’ in the context of FOIA and UK GDPR constitutes physical possession as well as related parties holding that same information that is accessible to the Police:
Maintenance logs
Diagnostic or error logs
Fault histories
Any similar internal performance records
You do not need to provide any data itself— I am requesting only confirmation of whether such information is or was held, even if only by a specific team or third-party operator under Police oversight

Extent and Result of Searches to Locate Information
To locate the information relevant to your request searches were conducted within North Yorkshire Police. I can confirm that the information you have requested is not held by North Yorkshire Police. This is because North Yorkshire Police do not have any Fixed Cameras.
Please note that systems used for recording information are not generic, nor are the procedures used locally in capturing the data. It should be noted therefore that this force’s response to your questions should not be used for comparison purposes with any other responses you may receive.
